Mr Papa Oumar Syr DIAGNE

Head of Financial Advisory

Papa is Head of Financial Advisory at ACT Afrique. A specialist in Impact Investing with proven expertise in Africa-focused Private Equity, PPP & Sustainable Infrastructure, Papa boasts significant experience jumpstarting a +$250m independent PE fund (“AFIG Funds”) and the Sovereign Wealth Fund of the State of Senegal (“FONSIS”).

Papa structured and executed +$350m landmark investments in the range of $4-50m in varied sectors including Financial Services, Agribusiness, Mining Services, Oil & Gas, Renewable Energy, Transport & Logistics, Water & Sanitation and Health in West & Central Africa.

Previously an Investment Manager at FONSIS, he closed key transactions including SEN’EAU, the new national water production & distribution company operated by Suez and the Bus Rapid Transit project in partnership with Meridiam. Papa was also lead of the Oyass Capital project, a $85m blended finance SME Fund, initially funded by KfW, the State of Senegal and the World Bank.

Papa enjoyed major exposure to social infrastructure, managing a +$300m pipeline in Health, including rehabilitation & development of public & private hospitals.

Papa began his career in the Strategic Partnerships team of a Real Estate division of Caisse de Depot et Placement du Quebec, a top-tier global pension fund with $420 billion in AUM.

Papa holds a Bachelor’s degree in Finance from OMNES Education (formerly INSEEC U.) and is a 2022 MBA candidate at the African Leadership University School of Business (ALUSB).

Papa is a citizen of Senegal & Canada.
